Data notes: codings, datasets and findings that someone else can check or re-run. Each is a dated snapshot rather than a maintained series, and each carries its data with it. Unlike the essays, these are dated at the top, because a snapshot without a date is not a snapshot.

The EPIC Draghi Implementation Index reports 38.6% of critical raw materials measures fully implemented against 6.4% of digital and advanced technology measures. One reading is that Europe moves fastest where the object can be bought and slowest where it must be accumulated. This note codes all 383 measures to test that reading. It does not hold. What the record discriminates against is something else, and the reason is worth stating.
